I started creating the same app I had for kurdish language for arabic also. It wasn't as difficult as the first app, because there was only a few things I had to change with interface and not much in coding. It needed 3 days to upload to Google Play. After 4 days, they rejected it because it was violating Google Policy. I just did a few tweaks and I uploaded another update. Thankfully it got uploaded within 2 hours. Now I have 3 apps on Google play and 1 app in App Store.
